US Clears 11 Black Hawk Helicopters for Mexico in 1.08 Billion Dollar Deal
The US State Department has approved a potential 1.08 billion dollar Foreign Military Sale of 11 Sikorsky UH-60M Black Hawk helicopters to Mexico for counter-narcotics and security missions.
The US State Department has formally approved a potential Foreign Military Sale to the Government of Mexico covering 11 Sikorsky UH-60M Black Hawk utility helicopters alongside extensive mission equipment, weapons, and logistics support. Valued at an estimated US$1.075 billion, the proposed transaction aims to modernise Mexico's tactical rotary-wing capabilities, standardise airframe types, and enhance troop transport for critical counter-narcotics and internal security operations. The Defense Security Cooperation Agency (DSCA) delivered the required formal notification to the US Congress on 6 November 2026 under Transmittal Number 26-104.
Advanced Mission Equipment and Sensors
According to the official notification, Mexico's request encompasses 27 General Electric T700-GE-701D turboshaft engines, comprising 22 installed engines and five spare units. Navigation and situational awareness will be supported by 27 EAGLE-M+429 Embedded Global Positioning System/Inertial Navigation Systems (EGIs) and 27 AN/ARC-231A RT-1987 VHF/UHF line-of-sight satellite communications radios.
To conduct day and night surveillance and target designation, the helicopters will be equipped with WESCAM MX-10D electro-optical and infrared (EO/IR) sensor turrets with integrated laser designators. Survivability and self-defence equipment includes ballistic armour protection systems and M134 7.62 mm rotary machine guns. Tactical operational flexibility will be boosted by rescue hoists, internal auxiliary fuel tanks, night vision goggles, and fast-rope insertion extraction systems (FRIES) for rapid deployment of security personnel in austere terrain.
Expanding Decades of Black Hawk Operations
If finalized into a firm procurement contract, the 11 new aircraft will expand a substantial operational history with the Sikorsky type in Mexico spanning more than three decades. Mexico first introduced the S-70A-24 variant in July 1991, with two airframes serving VIP airlift and special operations missions with the Mexican Air Force (Fuerza Aerea Mexicana). Four additional airframes followed in the mid-1990s as rotary-wing aviation became central to Mexican law enforcement and territorial security efforts.
The modernized UH-60M variant entered Mexican service in September 2011, initially delivered to the Mexican Navy (SEMAR) under the US-sponsored Merida Initiative. The Navy subsequently expanded its fleet to ten aircraft. The Mexican Air Force followed in 2014 with an order for 18 UH-60Ms, which entered service from late 2015 with frontline units including the 108th Air Squadron in northern Mexico. In total, Mexican military and federal security agencies have acquired 48 Black Hawk family helicopters since 1991, establishing the nation as one of Latin America's largest operators of the type.
Industrial Participation and Operational Impact
Sikorsky Aircraft, a Lockheed Martin company based in Stratford, Connecticut, serves as the principal contractor for the program. The package includes comprehensive pilot and maintenance technician training, US Government and contractor engineering assistance, depot-level tools, and publications. Approximately 15 US Government and contractor technical representatives will deploy to Mexico for extended durations to support aircraft fielding, maintenance integration, and operational transition.
The procurement represents a key step in streamlining Mexico's rotary-wing fleet logistics. By consolidating tactical transport around the proven UH-60M platform, Mexican armed forces can reduce reliance on disparate legacy helicopter types, enhance fleet readiness rates, and improve interoperability with hemispheric security partners across North and Central America.
